If you cannot store recurring events and also other calendar apps do not work, we recommend to reset the calendar storage, to fetch a clean copy from the cloud.
Resetting the calendar storage deletes all local data, thus it is mandatory to have the calendar data backed up - either synced to a cloud or with other backup tools.
